Distinguished Medals for "Olympic Veterans"

Just thinking aloud ....... International Olympic Committee should think about giving distinguished medals to countries which are "veteran participants" (Participating for a longer time without winning any medal!)
Probably this will be the stimulant for those countries to wake up....
